This establishment's policy is 'You can't have lunch elsewhere if you whant to use our sunbeds for the day' or 'Your orders are not enough', even though I spend more than the average people (for beer ?). Simply, just don't go there, uness you what to make fun of the manager/owner walking around, checking receipts and arguing with his customers ?
