Ο ηλικιωμένος απλώς κάθεται σε ένα γραφείο και διαβάζει εφημερίδα, η μεσήλικη παίζει πασιέντζα στον υπολογιστή της και ο πιτσιρικάς κάνει όλες τις δουλειές, από εξυπηρέτηση πολιτών μέχρι φωτοτυπίες και ανάρτηση θέσεων εργασίας. Επιπροσθέτως δεν πραγματοποιούν τον παραμικρό έλεγχο κατά την υλοποίηση των κοινωφελών προγραμμάτων του ΟΑΕΔ από τον Δήμο ή το Δασαρχείο, με την αιτιολογία ότι η ευθύνη βαρύνει το παράρτημα ΚΠΑ2 Θεσσαλονίκης, επιτρέποντας ουσιαστικά τη διαστρέβλωση των όρων και των συνθηκών απασχόλησης των ωφελουμένων ανέργων και την κατάχρηση εξουσίας από τους φορείς υλοποίησης. Εν ολίγοις πρόκειται περί μίας διεφθαρμένης τοπικής υπηρεσίας του Δημοσίου που, αντί να συνδράμει τους ανέργους, επιδεινώνει το πρόβλημα επιβίωσής τους.
