Είναι ένα κόσμημα για την Άρτα και είναι αφιερωμένη στον Μεγάλο Αρτινο ζωγράφο Γιάννη Μόραλη.Η Πινακοθήκη φιλοξενεί περιοδικές εκθέσεις καθώς και την μόνιμη συλλογή της.Στον χώρο αυτό λαμβάνουν χώρα πολλές εκδηλώσεις πολιτιστικού περιεχομένου και είναι ένας χώρος αρκετά ζεστός με την μικρή αλλά πολύ γραφική πλατεία μπροστά από την Πινακοθηκη
